TRAFFIC ENGINEERING

Signal Operations

Signal Operations is responsible for the operation and maintenance of traffic signals and associated equipment within unincorporated County as well as John Wayne Airport and OC Waste and Recycling agencies; a combined total of 100 traffic signal systems. The unit also provides project review support to OC Infrastructure Programs and OC Development Services as well as construction inspection support to the OC Inspection and OC Operations & Maintenance.  Signal Operations staff provides identification of underground traffic signal wiring and cables at all County owned and operated signals as well as for John Wayne Airport and OC Waste & Recycling agencies.

Traffic Operations

Traffic Operations is responsible for performing traffic safety and operational investigations to ensure that roadways within unincorporated County are safe to travel under normal operating conditions.  Through conducting investigations, staff identify safety issues and/or deficiencies and prepare improvement plans to mitigate them.  Through performing Engineering & Traffic Surveys, staff analyze speed studies and make recommendations for posting speed limits.  Traffic Operations serves as staff support to the Orange County Traffic Committee by preparing staff reports that provide recommendations for identified traffic safety issues.  Traffic Operations staff provides design recommendations for new traffic signal installations based on warrant analysis studies.  The unit provides traffic engineering support to Road & Bridge Design, OC Operations & Maintenance, OC Construction, and OC Development Services through the preparation of signing and pavement delineation plans and project reviews.  The unit is also responsible for establishing and interpreting County traffic engineering policies, administering traffic data collection, researching traffic data records, and providing expert witness assistance in response to claims.  Traffic Operations maintains various traffic engineering-related records including collision data, traffic volumes and speed surveys.

Traffic Studies

Traffic Studies is responsible for identifying and scoping capital improvement projects for inclusion in the OC Infrastructure Programs 7-Year Capital Improvement Project List through engineering studies of the existing roadway infrastructure in unincorporated County.  Traffic engineering studies include analysis and plan drawings that are in compliance with standards and policies for highway and traffic design to ensure the adequacy of capacity for the existing roadway facilities. Traffic Studies staff pursues project development and initial project planning activities through the scoping of roadway improvements and the preparation of preliminary project plans and construction cost estimates. The unit also manages A/E contracts, and provides oversight and supervision of consulting A/E firms performing traffic engineering work for the County.  The unit provides traffic engineering support to other services/functions of OC Infrastructure Programs, OC Operations & Maintenance, and OC Development Services through the preparation of traffic handling, traffic control, and detour plans as well as preparation and reviews of project traffic study reports.
